No. An agreement of 11 months or less (with monthly rent) is not compulsorily registrable under the Registration Act 1908 §17/§18 — most people notarise it instead. Registration becomes mandatory only when the term exceeds one year.
How many days do I have to register a document in Bihar?

Does Bihar charge a lower gift-deed stamp duty for family members?
